Professor Caruso formerly practiced law with the firms of Sidley & Austin, Caruso & Caruso, Isham Lincoln & Beale, and Keck Mahin & Cate. He served as the general counsel of the Chicago Housing Authority from 1991 to 1994 and the general counsel of the Leadership Council for Metropolitan Open Communities from 1970 to 1991.
He has litigated more than 1000 fair housing cases, including Village of Arlington Heights v. Metropolitan Housing Development Corporation and Gladstone Realtors v. Village of Bellwood. He has published extensively, writing articles, practice handbooks, and textbooks on fair housing law.
